You can accomplish this with positive or negative reinforcement...honey or the stick? The former is usually more beneficial, but you can change up your policies if you find that it's not working. Give your team members a gift card or bonus at the end of the month if they made it to all their cleanings on time. Alternatively, implement a "3-strike" method and let go of team members who are constantly late to cleanings without notifying you.
